The CHL will be entirely transparent and this thread will contain all rules and policies of the league. Discussion is allowed (and encouraged!) in order for the league's players to help shape and define how the league will operate.
Overview
The CHL is a simulation league run by the members. In the CHL, regular forum members sign up for a “career” on one of these fantasy teams. A select few members will get the chance to operate and manage these teams, while still able to be a player. The CHL player has a load of choices, from just signing up and watching their career with fellow forum-goers, or participating in full to try and garner control of a team one day. Everything is created by the community – jerseys, identities, logos. There’s everything from real hockey, and you could see yourself moved around via draft, free agency, or trade.

Getting Into It
When the CHL has signups, there will be a stickied thread in this very forum outlining directions for making yourself eligible for the next rookie draft. You just fill out a play information form and define your player (synopsis). Within your synopsis you should include both weaknesses and strengths, for a player without weakness is going to just wind up seeming an all-around player.
Excelling in the CHL will take nothing more than concern for your player, team, and the site in general. Those who are active and supportive of the CHL will find their player gets better; those who disappear and post sparsely will find their player getting worse. Poke around the forum some, and you’ll experience a lot of unique ways to add to the CHL, and if you think of something new, it’s almost always welcome.
The only way to enter the CHL is through the Entry Draft. Without being drafted, a player cannot join a team. In the event a player is undrafted and wants to join a team, it will be their duty to either re-enter the draft or notify CHL staff for an exemption.
Team Rosters
Teams can have an unlimited number of players, but the active roster is restricted to 25 players for CHL Season 1. There is a minor league where all players not on a team's active roster will play.
Each team should designate a captain and 2 alternates. Those named to these positions on the forums and rosters must be represented as such in-game.
Team Management
There are specific roles for a team's management that are to be adhered to.
OWNER: The owner of an CHL team maintains control of the team's identity. They are responsible for identity, activity, and the appointment/discharge of lower-level staff.
GENERAL MANAGER: The GM of an CHL team maintains control of the team's roster. They are responsible for trades, transactions, signings, and drafting, as well as the team's activity and the appointment/discharge of lower-level staff. They may appoint assistants, but only under situations where the league is notified of an extenuating circumstance will an Assistant GM be able to act as a GM with any autonomy.
COACH: The coach of an CHL team maintains control of a team's playing. They are responsible for lines, and tactics, and should be counted on as role models to the team's activity. Coaches may appoint assistants, who will have the autonomy to make decisions on the team's lines and tactics on their own.
These roles can easily overlap, as CHL history has shown individuals who act as all 3 of owner, GM, and coach. The most prestigious of roles is that of GM, and most teams will have Owner/GMs. CHL Staff will monitor any situation where it seems as though a GM or coach is not capable of living up to their responsibilities or duties. If the GM and owner are separate people, The GM will have "first dibs" on owning a team. Likewise, the owner will step in as GM unless (or until) a replacement can be found.
Ratings and Attributes
In the CHL, all players will be rated as A through F. We’ve seen sims where an F player is a point-per-game player, so your rating will not fully define how good you are in the CHL, it will come down to playing time and coaching. Regardless, those who have made a name for themselves will find their rating higher than those who have not. Doing so through activity and concern for/promotion of the league will do so.
Due to this structure, every season all players are re-rated on the A-F scale. So individual members determine their own potential by what they do, how frequently they post, and their additional contributions.
Submitting your full EHM attributes customization is not difficult. Likewise, all the attributes and exactly what they do are explained within that link, as well.
Customizing Your Player
When you enter the league, you give a synopsis of what kind of player you are. You may then have the option to act on that synopsis by making your own attributes to determine everything from how fast your player is, how well he shoots, to how he feels about being criticized in the media. Your attributes must match your synopsis, though. If you don’t submit your attributes, they will be done for you (according to synopsis).
Every year, players can choose to re-submit their attributes and/or adjust their synopsis.
All player changes or customizations must be posted by the player, under the player's primary screenname, for them to be valid. This is to assure that the player's changes, be they attributes, position, heights, weights, or anything else, are what is desired primarily by the player.
Ratings Arbitration
It’s possible that when all players are re-assessed on the A-F scale that some scrutiny will occur, where players or teams may find ratings given to be unfair or wrong. Sending your case in to the CHL (through your GM) will give the CHL staff a chance to entirely look at the situations surrounding your player and your rating, and make an educated decision about changing it.
Contracts and Free Agency
All CHL players are drafted to a 2-season contract. This is automatic and can’t be broken. At the end of that 2 seasons, they become a free agent and are free to sign with whomever they choose.
At any point during a player’s current contract they can re-negotiate and lengthen their contract.
The only clause allowed in the CHL is the NTC. An NTC is removed from a contract if a player waives it once. If an extension is agreed to with an NTC, the NTC takes effect in the last season of the previous contract, and extends into the new contract.
For an CHL player to become a free agent, in the last year of their contract, they must post their wishes in the Rosters and Contracts thread prior to the end of the playoffs. If they do not do so, the player will be automatically re-signed to a 1 season contract with their current club. If the current club GM chooses to release the player, he will fall to a waiver draft, where each team (in reverse order of the previous season's standings) will have the right to sign the player to a 1 season contract. If he remains unsigned he will be a "true" free agent.
The only other way to become a free agent in the CHL is for a team to release a player in the last season of a contract. If a team and player both wish to terminate a contract before the final season, the league needs to be notified in order to approve the termination. If either party wants to keep the contract, or doesn’t notify the league, the contract shall remain.
In free agency, players are free to sign with an CHL team whenever and wherever they’d like. In the event that a free agent signs with an CHL team in the second half of the season, they must play at least 5 games to be eligible for the team's playoff roster.
Waivers
Each CHL team maintains an active roster of 19 players during the 76 game season. The excess players must be sent to the minor league affiliate.
The sending of players to and from the CHL and CMHL will put them on temporary availability where the other teams in the league can claim them.
From the start of the season until a team has played it's 15th game, there are no restrictions on player movement between the CHL and CMHL. Further exemption from waivers is player-specific, and only if they have played 15 or less CHL games or 30 or less CMHL games in their careers.
If a waiver-eligible player is sent down after their team's 15th game, teams can make a waiver claim, and the team lowest in the standings 36 hours from the player being placed on waivers will "win" the claim.
If a waiver-eligible player is called up after their team's 15th game, teams can make a waiver claim, and the team lowest in the "call up rotation" 36 hours from the player being placed on waivers will "win" the claim, and then move to the back of the rotation. This is very similar to sent-down players, as the rotation is the same as the lowest team in the standings, except that once a team claims a call-up, they "move to the back of the line" when it comes to claiming another call-up.
Any owner, coach, or manager who moves an eligible player between the CHL and CMHL must post the movement clearly in the SVN updating thread (which will now double as the waivers thread). Failure to do so will result in the player being waiver-eligible for 48 hours instead of 36, and may result in team reprimand or punishment that could include moving back in the rookie draft.
Discipline
Anyone banned from site long-term may be put on indefinite league suspension. The league reserves the right to discipline its players in situations that call for it, to be determined by league staff. There needs not be a precedent in order for a player to be punished.
Retiring/Retirees
As far as the CHL is concerned, a declaration of retirement is nothing but an advance notice of upcoming inactivity. As such, "retiring" will do nothing more than force a player to an F rating. They can still be utilized by CHL teams in any way the GM or coach sees fit. These players will be eligible for regrading, just like any other player, at the end of each season. If they decide to come back, they will be welcomed.
GM Change/Expansion
If a GM change occurs and the new GM comes from a different team, those two teams are to hash out a deal for compensation. If they cannot, or either side feels one side is being too unrealistic, the two teams will have 72 hours to come to terms or the CHL staff will arbitrate compensation for them. Both sides can opt for arbitration prior to the 72 hour window.
In the event of expansion, each team can protect X players. A team who lost a player to GM the expansion team will protect X+1 players.
Interpretation
If rules herein are interpreted poorly; the actual rule will be the intention. If the intention of a rule is not understood, clarity should be sought within this very thread. No loopholes will be found or used in the CHL rules, for if they are not deliberate; they are not there.
